Yes. It says "destroy it, unless you banish"
So you can choose not to banish, in which case it is destroyed.
I don't think it means that when the trigger is "missed" we assume they did not banish cards and destroy the card?
When it's missed, as it's a detrimental trigger (banishing your objects or destroying your permanent) the opponent can decide to put it on the stack, if they decide not to, then burn them all stays as is.
It is optional to banish while resolving the trigger, if you decide to not banish then burn them all is destroyed.
Also when we thought about missed trigger then it is destroyed we think about chanells. And when on shortcut ruling it is destroyed it isn't the same about bta. When chanell trigger go to a stack in next turn there is no cards in pitch zone that was there when chanell should trigger. However when we have missed bta trigger there are prob cards that we can banish in grv so we can still pay for not destroying cost.
