Let's say I'm loading Spire Sniping with DD - opponent can respond to DD activation, but there is no window for them respond after DD activation occurs between the arrow going into arsenal and the draw, as the draw is triggered and occurs at the same time, correct?

There is no priority to respond once Death Dealer starts resolving, no. The draw portion of Death Dealer's resolution is not a trigger.
