I know you don't need to play the additional cost for it, but do you still get the Quicken token when you Uzuri swap a Stealth attack with Flock of Featherwalkers?

Nope, the Quicken is a ”When You attack…” trigger so the priority for that is gone.

Oh okay. I thought "When you play" effects didn't work, but "When you attack" effects did. Are you not considered attacking with it?

You are attacking with it, but as we are already in reaction step, we are past the attack step where those effects trigger. This was also explained in this Rules Reprise article: https://fabtcg.com/articles/rules-reprise-10-outsider-heroes-and-tokens/
