Player A plays Ice Eternal with X=3. Can opposite player resposne to the DMG from frostbites ? using instant spells to pop up created frostbites from IE before ice eternal resolves?

No, Ice Eternal creates Frost Bite and deals damage simultaneously.

Create X Frostbite tokens under target hero's control. Then, if Ice Eternal was fused, deal arcane damage to that hero equal to the number of Frostbites they control.

This is one effect, so no, you can't respond in between
