2 questions about the Emperor
If I activate the Emperor, and my opponent creates a frostbite under my control before the ability resolves, do I need to pay for that frostbite?
Does activating and resolving the Emperor's ability and attacking with the CnC count as playing a red card for the purpose of Flamescale Furnace?

No you don't need to pay tax on the activation because you pay for the card before it goes on the stack before a frostbite can be created.
No it doesn't turn on flamescale because the CnC is not being played. Think of the emperor like a weapon. It activates and creates an attack layer but instead of a weapon attack its a CnC
