If both players pass priority on a layer it will resolve and priority will return to the turn player. So if the attacking player plays a reaction and the defending player passes priority that attack reaction will resolve. Then if the attacking player passes priority and the defending player also passes priority the reaction step will end and the game will move into the damage step

Can the attacking player play another attack reaction on top of it after the first one resolves? Even after the defending player has no defense reactions?
After a layer resolves the turn player regains priority and both players must pass priority from there to move from the reaction step to the damage step, so yes, the attacking player has another point to play another reaction after their first one resolves
