Is equipment considered being equipped at the beginning of the game? Asking in terms of the new shield and crown of dominion.

This will be determined when Dynasty comes out, but that's the assumption.

Yes. It is not currently mentioned in the CR, but will be updated so that equip event happens and the triggers will resolve before the first turn of the game begins.
