So, to just boost is not enough. It must be verbally announced.

With regards to Combustible Courier, that is a communications issue, not a missed trigger. TR&P 4.1 Player Communication. "Players are expected to maintain clear communication during the course of a match. Public information must be made clear, including any changes to that information. If a player is unable or unwilling to communicate this information, it’s encouraged that a Judge is called to assist."
