It does, as long as the arcane damage by the Frostbite token resolves first. Spellbound creepers care about damage dealt, regardless of the target you dealt it to.
How does that sequence go for the turn?
P1 (Spellbound Creepers) moves to end, does P2 have a pass of priority before the effect of creepers is put on the stack?
Also, is there a pass of priority after creepers resolves and before arsenal?
Both creepers and frostbites trigger during the end of turn phase so neither player has priority
P1 (Spellbound Creepers) would own both triggers and can stack them as they would like, correct?
The turn player decides the order of all simultaneous triggers, but all layers resolve in the end of turn phase as though both players are always passing priority
And once all of this resolves, arsenal and end of turn happens, correct?
Arsenal is part of end of turn, but arsenal then put pitched cards at the bottom, etc. happens, yes
