We have to agree that currently a lucky pull from scrolls gives way too much dust as it supposedly gives dust for every level up to and including the pulled one. By comparison pet eggs give dust only for the level posessed before the higher pull.
However pets are fewer to choose from, an awful slog to get the last stars, and each and every one can get a random upgrade from an egg. By comparison we have a lot more hero types to choose from, even if half are unusable in the longer run, we need to use more heroes simultaneously and a lot of heroes that would be desirable to use can only be ugraded by spending resources.
By my own exprience 11-12 stars are a distant dream, but 10 stars should be fairly doable and are quite important for the last stages of conquest. Going down with dust gains all the way down to egg level..I feel it will be too much and unfair for the lower progress or just lower luck players.
TL;DR: yes, change the formula for dust gained from scrolls - but only change the "pulled level" part into the desired "current level" and keep the "up to and including"
that means releasing all the resources from the currently posessed hero that's finding an upgrade to reallocate elsewhere, rather than losing a little over half of them as punishment for daring to spend resources instead of waiting for a lucky pull, while we're still not having the whole faction suddenly become superheores from a single lucky pull as it is now.
In other words - we won't be changing one dependency on a lucky pull to another that's even less likely just to make any sensible progress
