Akira's 3rd ability does not work at all or has an incredibly low chance of activation

So, in literally 100 battles, I saw the use of this ability literally 1 time and never again. And I didn’t even have time to understand whether this ability wasted a turn or not. I understand that the screenshot below is not very successful and there is a small number of rounds, but even on 3-4+ rounds I have never seen a buff from bleeds and this happens every battle. I believe that this ability has a chances of proc, but this chances is either broken, or as I said, incredibly small, therefore it needs to be increased, since this ability does not seem to exist during battles at all
