Sometimes an upgrade claims to be more expensive than it is when you purchase is, it's obvious when you see that the following level costs lest than the one you just purchased.
In the added picture you can see that even though it seems that I don't have enough to even be able to purchase honey harvesting (I only have 36 SpVg), it still shows up green, and I click on it just fine and see the price lowered from 64,53 SpVg to 42,11 SpVg.
