By chance did you ever click to "clear the cache" in the menu? And then try it?

I did once before but it didn't work but that was for when the gas wasn't working, it fixed itself on its own though

have u double padded the brakes? did u fill the brake thingy, did u connect it to the car and then did all those tiny bolts?

If the binding isn't the issue, like Lavender_Heart is suggesting. Do all of these things. Make sure you have the master brake cylinder installed and bolted to the firewall. Connect a brand new brake line to it, make sure to bolt it to the under side of the master cylinder, Make sure all 4 wheels have the full breaking systems installed. Drums and/or calipers and 2 shoes per wheel - along with their own brake lines. Connect the brake lines to the brake system on each wheel, and also the the main brake line coming from the master cylinder. Fill up the reservoir of the master cylinder. If between the binding and all of this doesn't fix it, then something else may be going on.

everything is fine on the cars i spawned a brand new one and they still didnt work im going to clear the cashe now
