how did you delete mods? i mean if they are in mods folder they still are loaded
It happens on new game also?
well it throws localization error. I can not replicate this, something is messing it up - mods and language are only things I can think of, you say it happens with english and no mods.
I know that it is not happening to anyone else , so my fix for you at this situation is reinstalling game, removing mods folder from game directory so they are not messing this 100% and trying in english . It should work.
then you change to your langueage and try again and then add mods and check again

cleaning registry(that button in options) - that you did. reinstalling. also did. english language. also did. and new game. If you have done this all it should absolutely work as on any other computer. My last guess is something is wrong with computer. maybe with language settings.. it has english? anyway I never seen this bug. i honestly have no idea
i can confirm german language with english installation is working on my pc without the problem described.
Never used any mod though.

That's my player log after deleting the game and the player log file and then redownloading it.
So maybe you should give just deleting the player file (and restarting the game if it's running while you delete it) a try.
Nothing wrong in this. try running basic game in english without mods. open catalog. get that thing that it is not working. close game and send this log

do you have read/write access to the save folder?
and the saving? does it work as expected before you use the catalogue?
do you have unity installed?
do you have the mono libraries installed (for some c or c# tools)?
I see all these format exceptions in the player log, could those be indicators for something?
I was thinking maybe you'd have unity (the game engine) installed to work on your own projects and might have changed settings there - but that is not the case it seems.
And i was asking about mono in case you'd do some c++ coding and would maybe use a different version of mono - that also doesn't seem to be the case.
And my question if you can save before using the catalogue was about if or if not you have the right to save into the save folder - which you seem to have, otherwise you couldn't save at all.
Finding bugs is sometimes about asking questions that might seem a bit weird.
I'm still kinda confused why the fallback handler is searching mono in your
"D:/SteamLibrary/steamapps/common/My Garage/My Garage_Data/Mono" folder - i mean that folder doesn't even exist in my installation.
Also i don't understand why it would even need to fallback since it has the correct mono config path.
additionally i wonder why it successfully loads modded parts if the mods are disabled?
I dont know what is going on there but I can bet that after all there has been done - reinstalling windows will help. but this is absolutely stupid solution to just get one game running. Never seen this issue but it seems something is messing with it somehow

as Iknow disabling them just disables them from actual game. they still are loaded.
real disabling is removing them from directory
Hey, did you try removing mods completely? I mean removing from mods folder
was it already empty before you sent the last player log? if not, please upload an new player.log.
you said earlier in this thread that you did reinstall the game and you also deleted the mods folder.
your player.log tries to read in a fallback folder that probably doesn't exist and there are still traces of modded parts in the player.log.
Something with the reinstall might have gone wrong.
Maybe you could
- in Steam do a right-click on My Garage and uninstall it there
- in windows explorer delete the game folder
- rename or delete the appdata\local low\viking folder (or the my garage folder inside)
and - redownload and install the game
