I can't say that I understand what you are asking; However, if you are looking for a feature similar to Transport > Recording > Timer Record, the answer is no.

So if you create a label with Ctrl+M, you can drag the track until the left side lines up with the yellow guide bar - that will position it exactly at the label. See: https://manual.audacityteam.org/man/label_tracks.html#create To position the label exactly, you can do Edit > Label - be sure to change both start and end times.

Do the same thing but drag the audio until a yellow-ish line shows
If the line doesn't show, then move the track as close to the part you want then zoom in.
