So if you create a label with Ctrl+M, you can drag the track until the left side lines up with the yellow guide bar - that will position it exactly at the label. See: https://manual.audacityteam.org/man/label_tracks.html#create To position the label exactly, you can do Edit > Label - be sure to change both start and end times.

By the audio time
Yes if you want it to play it exactly at the time you want it to play, then press the space bar.
like i typed in 999 to make it play at 00:00.999

Do the same thing but drag the audio until a yellow-ish line shows
If the line doesn't show, then move the track as close to the part you want then zoom in.

It can be done for clips also!
Menu: **Edit **> **Preference **> **Interface **> check Show extra menu
