I have installed the ffmpeg libary triple double checked to make sure its the 64 bit version, and even had it previously work WITH NO ISSUES and now, it just refused to open a new recording.

I literally changed nothing, from September 2022, and when it didn't work I updated. I have totally uninstalled and reinstalled multiple times and nothing works.

I cannot post the log file because whoever setup up this server is literally insane, so no log file for you! Guess we just get to guess what is happening.
