  1. Try flashing without a reboot of the flight controller.
  2. If that doesn't work, then try with a reboot again and when you get to the stage you're at above, run the Impulse RC Driver fixer (it will likely find a 'DFU' driver to fix) after it's done that, try again. Download the "Driver Fixer" from here https://impulserc.com/pages/downloads
