I don't see any extra's included in the bag, and I don't remember this missing last time I built in a Y40.

Is this a mistake, or intentional?

Sure it's not rattling around in the case somewhere?

I'm sure.

I'm not sure it didn't fall out into the box, and rattle out through a corner, or get lodged in the Styrofoam, but I'm 100% certain it's missing.

But it sounds like (based on your question) that it SHOULD be there. And this wasn't intentionally left out.
I also assume there wasn't supposed to be extra's included in the little kit it comes with. Which makes sense, as there aren't any shown in the doc.
