adding rus general

I wanted to suggest adding a chat for a Russian-speaking audience. And sometimes there are reasons.

1. Sometimes it is difficult to communicate with English-speaking friends.
2. There are Russian people or Russian-speaking people on this server.
3. Why not.
   It is not desirable to create other rus channels, but at least the Russian chat was on that, thanks
