making custom cloud shapes and then adding a volume to it, you can find tutorials on youtube.

to answer both questions

1. the clouds are vdbs, got them from jangafx/embergen, and used 2 different light sets, 1 for just the characters, the other for just the volumetrics, if you use eevee you can change your lights to affect only 1 or the other, or even both, same thing with cycles but its in a different spot @acoustic haven

2. the effects are actually just a bunch of image planes, touched them up a bit in photoshop, i usually do a blend between using image planes or just drawing my own effects in photoshop @zinc linden

dont do single planes all the time, if you look at what i did, making curves and extruding geo onto it and using an image with transparency on emission is usually the way to go
