okay, snarky posting aside, there doesn't seem to be a discrete focus for this loadout. two of the pieces are good individually. the swim speed up pure is nice for loadouts with ninja squid and the ink saver (main) pure has a niche purpose for ink-hungry weapons (mainly dynamo and exploder), but no weapon i can think of really wants to have an ink recovery up pure. for weapons that want this increase in ink recovery speed as a tertiary perk, they can and often just run last-ditch effort instead.
