They don't provide services like sftp outright, but you can connect with support to get it enabled.
As for free, DigitalOcean gives 200$ worth credit for 60 days, but only if you sign up using a specific link
Another IaaS I know of is Linode.
NexCord hosting provides access to sftp and I have already created an HTML page on nginx there. I want to put Django there, but I don't know how
Vercel has a free hobbyist tier you can use, I think. I haven't used it myself, so don't ask me for support though 😄
