Is there a way to do extend from 'base.html' function without django or backend

I think it is a very timesaving and nice feature. But im still learning and even though i have been experimenting with django and back-end stuff, Im still sticking to front end. However is there a way to implement a similiar feature as extending 'base.html'?

the same goes for using {% block navbar &} for example

I'm not sure I understand what you're looking for so if you could give me an example of what it would be ideally, that may help me understand.
