I have a version from Feb-2024 but as mentioned the same info should be in docs now:
"Beginning July 2024, content from technical reports previously published as PDFs has been integrated with ONTAP product documentation. The ONTAP SnapMirror active sync documentation now includes content from TR-4878: SnapMirror active sync."

Almost all of the TR's have been converted nearly word-for-word and placed in docs.netapp.com, and if you need an offline copy, you can print out a PDF version from that web site.
