Does anybody know how volume tagging works. Because when I create tags in the systemanger they are not showing up in the cli and not from a api call . Or must i use tiering object tags from the cli to use this from a api call ??

They are called resource tags, here info about the API:

Unfortunately they have not been implemented in CLI afaik. Only System Manager and REST API.
These are different tags than the S3 object tags.
