Are there any information on efficiencies in the new disaggregated architecture? Specifically if cross-deduplication would apply at the cluster level.

With 17.0 you mean ONTAP 9.17.1?
Only the new AFX A1K nodes are using a disaggregated architecture, all the other models still have the known architecture with HA-pairs and no disaggregation. But both still use ONTAP only a different personality.
Afaik AFX currently has no global dedup but that should be on the roadmap.
