A700s cannot work with 9.16, and since it has internal drives, can we do heads swapping?
If yes, what heads can we swap them to?

sorry, didn't see 700 S. Don't think you can do a headswap upgrade on that one.

Headswap on AFF A700s (4U model) is not possible

yeah, it's not officially supported. If it were a non-production system, I would try it but if anything breaks you get to keep the pieces, as they say 😄

You can try. Sure! But the AFF A700s (4U) is SAS-based. Newer systems are NVMe-based.

If you're a sledgehammer mechanic, you'll get it to fit, but it won't be usable.

OK, so, the obstacle here is not the "internal drive", but, there are no newer systems can match with A700s' I/O channel?

A700s can be replaced, but it requires downtime not online heads swapping, right?

there are definitely newer systems that still support SAS cards. And yes, with a downtime you can swap almost any system to any other 🙂

The A700s only has the move storage option which is 100% disruptive. I provided the link above.

what about aggr mirroring (that might work, if your new disks have the same size as the old ones), then detach the old mirror, then have a short offline phase for aggr relocate?

Couldn't find such information, so, I am going to ask here:
If it is interruptive swapping, what options of the platform can we upgrade to from A700s?

Any “head swap” of the A700s will be disruptive. If you want no disruption then you need to:

convert to switched cluster.
Attach new nodes with new storage
Volume move all the volumes
(If using VMs on any platform, better to use the vm migration method like storage vMotion)
Decommission a700s nodes.
If needed or wanted, get am empty shelf or two and repurpose the disks

I think the question was to which platfoirms he could swap with the disruptive procedure. The answer to that is basically any platform that supports the disks/shelves in question. As per the documentation, you shut down everything, move the disks to a shelf, connect them to the new controllers and reassign the disks in maintenance mode. As long as the minimum requirements from HWU are satisfied it will be okay (i.e. make sure that the root volume is at least of the size required by the new model, make sure you are using an ONTAP version that works on the new systems and can still read the old aggregates, etc.)

If you want an upgrade
A800, A900, A90, A1K, even an A70
Can also move to
A250, A20, A30 Ana A50, although not an upgrade
