we have a A700s system with 2 controllers and 1 psu per controller.. There is space for a second PSU per controller, do we need that for redundancy or can the PSU in controller 1 power controller 2 and vice versa if one PSU fails? i can not find any documentation on the technical setup..

Yes, it's fully redudent. Put them on seperate PDUs / power feeds.

I just checked a couple places. It only ships with two PSUs. The second is not required. One PSU is enough to power both contrrollers
