You don't need to go to another major version, a direct update from 9.12.1 to 9.16.1 is possible.
Are you sure? I think you can only jump 2 major versions at a time... so I think it's 9.12 -> 9.14 -> 9.16 ?
But what's usually recommended is to go to the lastest patch-version within your major-version first and only then update to the next major version. So like 9.12.1P6 --> 9.12.1P17/18 and then another update to 9.16.1P4. It's not mandatory but I would invest another hour to update like this.
