It looks like the SRA (Storage Replication Adapter) package in the latest OTV download was not uploaded properly. It is only 20 bytes in size and contains an empty .tar.gz file (usually the SRA package is around 120MB). Interestingly, the checksum matches for the 20 bytes file.
Maybe someone can prod the OTV team to take a look and possibly re-upload the SRA
