quick observation, it's late so haven't looked at this in detail, but I think there's an issue with the snapshot_policy module specifically for clusters running perhaps earlier versions of ONTAP than 9.14.1P5. Tested on a bunch of FSxN instances, the first few clusters were running 9.14.1P5 and pass, every cluster fails running 9.13.1P7D3, not sure of scope of affected versions.
