Moving volumes around to free up shelves to move to a different cluster in need of them, and noticing that the Aggregate metadata remains. Plan is to destroy these aggregates; if the vol moves were successful, is that metadata actually being referenced by anything?

Oh that. You don't need to care about that metadata. Volumes are self contained (as long as you're not using FabricPool).
Once every volume is moved from the aggr simply offline and delete it.

I experienced the same, with volume move of volumes of more than 50 TB. it takes some days to free up the metadata space in the source aggregates 😅
