I can't downgrade from 11.8 to 11.7 on E5700.
Is there a signed 11.7 firmware?

You should be able to use the regular 11.7 *.dlp file to downgrade by following this guide... But what are your reasons for wanting to downgrade? Downgrading is usually not recommended (it is also stated in that KB)
