#LUN/Volumes on Ontap: Best Practices

Hello everyone,
A technician told me that making a LUN no more than 80% of the volume size is a good practice. However, when creating a LUN, Netapp automatically creates a volume of the same size, so I wonder if this is really a good practice, or if the technician made a mistake?

with thin provisioning it doesn't really matter anymore as the free space in the aggregate is shared across all volumes anyway
In my company, we create Thick volumes on the aggregates, and Thick LUNs on the volumes as well
