Lot more information needed to give you a solid answer, but in general, join the new storage to the old storage cluster and move the volumes to the new nodes.

How old are we talking here? 7mode?
and what type of iSCSI /FC workloads?

If joining the existing cluster and using simple volume move operations are't possible, typically I'll go with:

  • SVM-DR for NAS SVMs
  • Host Based Migrations (Storage vMotion or host-based Volume Mirrors) for FC workloads that can have zero downtime or re-configuration; else, new FC SVM at the destination, and snapmirror and then cutover one volume/host at a time

You can also look at the new SVM Migrate capability in ONTAP. There is a SVM Migrate capability since ONTAP 9.10.1, https://docs.netapp.com/us-en/ontap/svm-migrate/index.html. That may or may not fit your needs depending on the limitations.
