you're in partial giveback. try connecting to the BMC of the second node and check what its problem is. Looks like the cluster network is not working correctly. Maybe node 2 is stuck somewhere
is this a switchless cluster? did you do the takeover because of an ONTAP update?

The message it shows about invalid PCI device suggests that there may be hardware failure

yeah, might be the network card. They seem to have a higher failure rate on the 2xxx systems. Try re-seating the controller (pull it out, wait 30 seconds, plug it back in) maybe that fixes it
