I manage a pair of clusters running AFF-A300 Ontap 9.7P22. I'm trying to move volumes between tiers, but it looks like we've got Cross-volume dedupe turned on for everything. Is there a safe way to turn this off without causing an outage, or is there a way to force the move anyway, even though this is turned on?

Cross volume dedupe shouldn't prevent a volume move operation. Are you seeing errors or warnings?

CVD is on by default and we never recommend turning features off for any reason. Without troubleshooting the isuse turning knobs off is like unplugging wires in your car.
There are many reasons why vol move could be stuck.
I don't normally throw KBs at people but there are quite a few reasons just in that search alone.
