#CIFS share c$ permissions EVERYONE has full-access

you can change the ACL on the share.. https://docs.netapp.com/us-en/ontap/smb-admin/default-administrative-shares-concept.html#:~:text=The c%24 share is an,volume and cannot be modified.
Usually you want the share security to have "everyone/full control" because you limit the actual access on the files/folders below the share
the share permissions aren't so important as everything under the share is owned by local admins and users attempting to access the share will get "permission denied"
