Im trying to setup a SVMDR relationship between 2 CVO clusters in Azure. I cannot see the option in BlueXP ? Do i need to do this from the local System Manager. GUIs ?

Yes, I believe you need to do this using cli or SM. There’s an express guide (a few years old now) for how to set this up this up in CVO.
