Just to confirm my understanding: resource tagging is limited to REST only right? Are there any plans making these tags also visible via other interfaces like CLI or System Manager?

You are correct. Resource tagging is only supported in REST currently and only volumes, and the cluster are taggable. I'm not sure of any plans to make it visible in the CLI but I recently saw on the NetApp YouTube channel a video about the 9.14.1 release that mentions support for tags in system manager:
