Is there any way to delete a non-empty S3 bucket as Cluster admin, without first deleting potentially billions of small files through the S3 API? The -skip-bucket-empty-check parameter doesn't work. I imagine there is a bootarg parameter for that, or something?

Not at this time. There is an enhancement request for this, but it is still being worked on. The current parameter you mentioned only works for older (preview) S3 buckets created in ONTAP 9.7.

Thanks. As a related question, is there also the possibility of rebalancing an S3 FlexGroup? Currently, the volume rebalance start command complains that "Volume capacity rebalancing is not supported on object store volumes." We have some customers who would need that because they added capacity to their Fabric Pool S3 targets and the new constituents are very slow in taking up new load

It looks like that is a documented limitation. If there is a customer concern/issue with it, make sure a case is created to capture the context and see if there are any possible workarounds. I am not aware of any right off, but I can try to search next week.
