Every user account and admin account I have is locked. Normally when an password expires we can ssh, enter the old password, get prompted to create a new password, no problem. Now I'm getting a message that the account is locked and to contact the storage administrator. Nobody knows what or who that is, so we're pretty much stuck at this point.

yeah, if you locked all accounts, you basically locked yourself out. But I'm not sure if the cluster admin account can even be locked, so you might want to try that one (it's called admin) as a last resort maybe?
