Does someone have the link or the binary it can share for some reason i cant find it on the site .. it just says that there is documentation.

System manager is inclused as a webservice on your filer:

System Manager is included with ONTAP software as a web service, enabled by default, and accessible by using a browser.

Not sure if I understand what you are looking for.

Older versions of ONTAP didn't include the web-version so you needed an installed version of OnCommand System Manager if you wanetd GUI management. I think everything before ONTAP 8.3.

The support policy for OnCommand System Manager 3.1.3 aligns with the support policy for NetApp Data ONTAP operating in 7-Mode. The product will be fully supported until December 31, 2020, and will be available until December 31, 2022. This package will not be available for download from the NetApp Support site after December 31, 2022.
