OK, what's the catch, if any? Everybody gets all ONTAP licenses?

The post says we can go to the support site today and download an updated license file but for the few serial numbers I checked, new license files weren't available yet.

I think for systems with Core+DP bundles you should get ONTAP One now (or well give them a day). For systems with Premium/Flash licenses (the older license model) I think you need to wait till end of the month. You also might need to talk to NetApp (or your NetApp partner), because they might need to trigger something in the system.
Basically: It has not (yet) been automated for aalllll the different license models from the past years.
The amazing thing still is that basically everyone gets all the licenses! Pretty bold move!

When can I download these new licenses?
Customers who are using the new IPA license model can download new, updated NLFs on May 16th. Customers who are still using the legacy LICKEY model can order the required Compatibility Bundles, starting on May 27th.

Very, very interesting. Wanna address FabricPool licensing? It was "free" with a StorageGRID purchase but extra for 3rd party grid products. Are ONTAP-based FP licenses now free too? Although I'm a happy SG customer, this would put downward pricing pressure on SG which wouldn't bother me much...
