is there a command to simulate a PSU error or to disable one?

I don't think so - i've always just unplugged it. or unseated it.

shutting of the whole PDU on one side also is a good test.

sure thing 🙂 However this was a customer question who is not able to go to the DC of a colocation

Power down the whole side. good testing.

Helps avoid situations where you could have an outage if say... the controller was plugged in to only the right side, and the shelf was connected to the left side. and then have one side go out.

not that i've seen that before at all. /s
