That sounds correct.

From the factory the drives are not encrypted. Even adding them to ONTAP will not encrypt them. You have to enable the encryption on the drives which will change the key id

Check on the cli with:
Storage encryption disk show

I remember that once you create Storage tiers it will ask you for the passpharse and from that you will get that encryption keys automatically.
storage encryption disk show -fields data-key-id,fips-key-id,owner
