In a stack of 4 NS224 shelves, where the last shelf is part populated with 18 drives, should this follow the outside in rule using drive bays?

As you can only ADP the first 48 drives, this shelf by default wouldn't be ADP'd too as it would be the last shelf out of 4 being connected
