This look like a limitation of the private api, it look like it is requiring /vol to work.

So if I understand you correctly, until new module is published the only way to enable volume efficiency on filer without /vol namespace would be a cli passthrough with na_ontap_command ?

You can do it that way if you want to use Zapi, if you want to use rest use the restit module
