The query it uses is topk($TopResources, qos_detail_volume_resource_latency{datacenter="$Datacenter",cluster="$Cluster",svm=~"$SVM",volume=~"$Volume",resource="throttle"})/1000 but there is nothing shown with a resource name of throttle

I see https://github.com/NetApp/harvest/blob/034deba4ab4bcbf39c5a0e10c3180a229bf6216b/conf/zapiperf/default.yaml#L56 but I don't think this fixes the issue

we've had a number of fixes in this area since last year. can you try nightly and check? Alternatively, we'll be releasing 22.11 in a few weeks if you want to wait until then
