We haven't tried using Velero to backup Trident and restore it in another K8S cluster.

I'd suggest opening a NetApp support case so that we can get full Trident logs to see what the state of Trident is when it starts in the new K8S cluster. Please turn on debug logging if you haven't done this yet.

version of trident is 21.10 do you think that upgrading can be helpful for this topic?

I don't think that is going to help here. The message "snapshot velero-mysql-pv-claim-sxd6k is not Ready" appears to be coming from Kubernetes.

We'd need to see the full logs before we'd be able to help with this. Opening a support case would help with gathering the needed info and getting someone to assist
